Discussion about Ethical Dilemma

In one of the most populated cities in Africa there was a man called Achebe who worked as nurses in a public health clinic. Achebe was respected and liked by every one who knew him because he was a man of high moral standards. He live and demonstrated the values of caring, generosity, compassion, humility, integrity, loyalty, moderation, patience, perveance, reliability, respect, responsibility, tolerance, kindness, understanding and many more. The clinic where Achebe worked offered free and Anonymous testing as well as confidential counselling and advice for HIV patients. One day during a counselling session, Achebe found out from a patient who was diagnosed with HIV a year earlier that he does not inform his sex parterner that he has HIV and does not use any protection. From the discussion, it seemed obvious to Achebe that the patient did not intend to change that attitude. In some countries the patient's Behaviors amount to serious crime punishable by the law.

Question are
1. Assume you were Achebe, what would be your reaction in such a situation and why?
2. Between what two element does the above case Raise a dilemma on the side of Achebe and His Health clinic?
